Fallen is better for group play when pairing with tracer generation builds as it helps your team. Most people want this exotic for endgame as you get the regen without killing targets. I think they both fit their roles well, but Stormdancer's Brace might be the way to go if you can build super energy quickly. Otherwise, Crown of Tempests is still really good for taking advantage of neutral game abilities. It also may be better for generating orbs since it lasts longer but I honestly have no idea on that.
